European Leaders Push Back as U.S. Peace Plan for Ukraine Sparks Alarm
European leaders have raised sharp concerns over a proposed U.S. peace plan aimed at ending the war in Ukraine, warning that the current draft risks undermining both Ukraine’s sovereignty and Europe’s long-term security.
According to Reuters, the United States has circulated a 28-point draft proposal that would place significant restrictions on Ukraine’s military capabilities, limit its future defence expansion, and require concessions on territory currently claimed or controlled by Kyiv. European officials say many of these points were introduced without consulting key NATO and EU allies, sparking immediate unease across major European capitals.
The plan reportedly includes provisions that could prevent Ukraine from joining NATO, impose strict military ceilings, and potentially offer forms of amnesty for wartime actions, elements that critics fear could embolden Russia in the long run.
At a time when the U.S. is pushing for rapid negotiations, European leaders are urging caution. They insist that no agreement affecting European security architecture can be made without Europe at the table, arguing that sidelining allies in such a decision is both diplomatically unacceptable and strategically dangerous.
European leaders reiterated a core principle that has guided their approach to the conflict since 2022: Ukraine’s territorial integrity cannot be negotiated without Ukraine’s full consent. Any settlement, they say, must respect international law and the right of sovereign nations to defend their borders.
Meanwhile, Ukrainian President Volodymyr Zelenskyy faces mounting pressure as he weighs the U.S. proposal. AP News reported that Zelenskyy warned Ukraine is facing a “stark choice,” caught between protecting its territorial rights and the risk of losing critical American backing if it refuses the plan outright. Ukrainian officials maintain that a peace agreement must be with Ukraine, not for Ukraine.
The unfolding tensions highlight a widening divide between Washington’s urgency to end the war and Europe’s insistence on a durable, just peace that does not weaken Ukraine or destabilize the continent. Analysts warn that a rushed or imbalanced settlement could reshape the future of European security and signal to adversaries that military aggression yields political rewards.
As negotiations continue, European governments are pushing firmly for inclusion in the next phase of talks, arguing that the stakes are too high for decisions to be made without full transatlantic coordination. Until then, the U.S. proposal remains under scrutiny and far from a consensus path to peace.
