MDP Proposes Mandatory Financial Disclosure for Public Officials
The opposition Maldivian Democratic Party (MDP) has introduced a series of legislative amendments seeking to make financial disclosure mandatory for cabinet ministers, heads of state-owned enterprises (SOEs), and members of independent institutions.
The proposed changes, submitted by North Galolhu MP Mohamed Ibrahim (Kudu), target the Audit Act and the Privatization and Corporatization Act. Under the amendments, executives of SOEs including chairpersons, managing directors, deputy managing directors, and COOs would be required to declare their assets, liabilities, and business interests within 30 days of appointment and annually thereafter, verified by a licensed auditor.
Similar disclosure obligations would extend to the heads of independent commissions and other autonomous bodies. Those who fail to submit declarations within the deadline would face fines of MVR 5,000.
MP Kudu also submitted a constitutional amendment mandating cabinet ministers to disclose their finances, with penalties such as salary deductions for non-compliance. Another proposal calls for parliamentarians to declare their assets upon assuming office and annually during their term.
The MDP says the initiative aims to strengthen transparency and restore public confidence in governance. However, the proposals face an uphill battle in Parliament, where the ruling People’s National Congress (PNC) holds a commanding majority of 75 seats compared to the MDP’s 12.
Passing a constitutional amendment requires the support of three-quarters of the chamber, while amendments to existing acts can be passed with a simple majority. Political analysts say the MDP’s move reflects growing public concern over corruption and conflicts of interest within government institutions.
If enacted, the new disclosure rules would mark a significant step toward improved accountability across government and state enterprises, though their effectiveness would depend on rigorous enforcement and independent oversight.
