Foreign Minister Declines to Reveal Details of Maldives–China MOUs

Maldives’ Foreign Minister Dr. Abdulla Khaleel has declined to disclose details of the memoranda of understanding (MOUs) signed with China earlier this year, saying discussions between the two governments are still ongoing.

During President Dr. Mohamed Muizzu’s visit to Beijing in early September, the Maldives and China exchanged 11 MOUs aimed at strengthening cooperation in areas such as economic development, infrastructure, renewable energy, and capacity building. While the agreements were hailed as a major step in advancing bilateral ties, specifics regarding their content have not yet been made public.

When asked for access to the documents, Minister Khaleel said the government is “engaged in further discussions” with Chinese authorities, and that the details would be shared once both parties reach a final understanding.

The lack of transparency has drawn public interest, given the strategic significance of Maldives–China relations and the scope of previous infrastructure partnerships between the two nations. Critics have urged the government to ensure that such agreements are made available for parliamentary and public scrutiny.

The President’s Office has described the new MOUs as part of a broader effort to “enhance cooperation under the comprehensive strategic partnership” between the Maldives and China. However, no further details on the financial terms or project specifics have been released.
